Stormwater Management and Erosion Control 

RVSS manages the DEQ Municipal Separate Storm Sewer System (MS4) Stormwater Permit and DEQ Erosion Control (1200-C & 1200-CN) permitting for the cities of Talent, Phoenix, Eagle Point, and portions of Jackson County including White City. RVSS also manages the public drainage system within the White City Industrial Area.

RVSS’s jurisdictional MS4 and Erosion Control boundaries are one-in-the-same and can be found under the Maps & GIS Menu item at the top of the page.    

The following are the minimum construction thresholds in which RVSS Stormwater Management and Erosion Control oversite are required. Any development and/or construction activity meeting or exceeding these thresholds must obtain Construction Authorization and the appropriate Erosion Control permit from RVSS prior to construction.

*Stormwater Management includes the infrastructure which provides water quality treatment, retention, and/or detention for a project. Drainage systems leading to the stormwater management facility are permitted and inspected by the building department having jurisdiction.

White City Industrial Public Drainage

Projects that include installation/modification or connection to the public drainage system require plans and drainage calculations and must be submitted to RVSS for review and approval prior to construction. Design must be in accordance with the ODOT Hydraulics Design Manual or as specified by RVSS.
